The Pittsburgh Cultural Trust has transformed a section of downtown into a world-class Cultural District that stands as a national model of urban revitalization through the arts. Oxford Development Company provided project management oversight to the construction of the O'Reilly Theater, Theater Square, and the Agnes R. Katz Plaza.

The O'Reilly Theater is the only downtown performance venue that features a thrust stage, which is surrounded by the audience on three sides. Theater Square is home to a centralized box office, a parking garage, the Cabaret at Theater Square, a bar and restaurant, and the Carolyn M. Byham WQED-FM 89.3 Studios. Agnes R. Katz Plaza is an artistic park featuring the largest U.S. installation by world-renowned artist, Louise Bourgeois.

Site work involved extensive excavation of subsurface foundation walls and considerable remediation of contaminated soils. Oxford managed all geotechnical and environmental work and also assisted in negotiations with public utilities to create new easements for the theater's utilities. Oxford also assisted with the procurement of public financing and recommended and evaluated several design-build alternatives leading to savings in excess of $900,000. Oxford's project management and oversight of all parties ensured cost-effective and time efficient projects.
